How about if the rebellion was made up of scattered splinter groups spread apart in a post apocalyptic world. A warrior has to go and find these groups and get them to work for the same common good.
First problem is that these splinter groups have leaders that are very egotistical and the warrior will have to figure out who wants peace and who amongst the groups wants to be in control. He will have to sort them out.
Second problem. The warriors brother is amongst the rebels some where, and the warrior is not sure whose side the brother will be on. And the brother is a highly trained combat specialist.
It would be easy for the warrior to shoot the first thing that moves, which some of the rebels want so as to prolong the conflict, but he will have to identify who ever he meets. The rebels set all types of traps, so the warrior has to be careful. The warrior travels alone, hoping that will show that he wants peace and to unify those who want peace.
Some of the rebels know that when peace comes, they will lose their power over their soldiers and those rebels will want to prolong the war so they can keep their power.
Some of the tools the rebels have are mechanical flying birds that look like crows but are similar to a hand grenade if they get close to you. some have cameras in them for surveillance.
