Joseph Buquet was a stagehand (operated the lights and scenery) who had seen (or claimed to have seen) the Opera Ghost. He told stories of the ghost to the chorus girls. In the 2004 movie he was killed for revenge against the managers. In the book he was killed because he had seen the Phantom operating some of his secret entrances. In both he was strangled to death with a Punjab lasso, which he liked to call a "magical lasso" when telling stories. The Punjab lasso was the Phantom's preferred choice of weapon.

There are a lot of movie adaptations to the book "Phantom of the Opera". Which movie are you talking about?
Anyway, from what I could gather, Joseph Buquet was the head stagehand for the Paris Opera House Theatre. He says that he has seen the Phantom of the Opera and would blame some of the incidents on him. Sadly, he died - death by hanging - in one of the theatre's cellars. When his body was found, it was thought that he either committed suicide or was killed by the Phantom of the Opera.
Here are some links with information about Joseph Buquet (careful, they have spoilers):

If you're talking about the 2004 movie, Joseph Buquet is a stage hand for the Paris Opera House. He is a drunkard and in the movie, he is portrayed as a real lecher who exaggerates his experience with the Phantom. He is the first person in the movie that the Phantom kills.

He's the stagehand who first warns everyone about the "Opera Ghost". He does behind the scenes stuff for the Paris Opera House. He is hung by the Phantom.
I hope this helps.
