Well the Malfoys are just plain evil aren't they? JK Rowling wants to contrast Harry to the Malfoys: Harry wants Dobby to stop punishing himself while the Malfoys think that house elfs are inferior and want him punished for every single small thing

First of all the are heartless, cold, and cruel. But they don't really care if he does punishments, they in general, don't really care about Dobby at all, the only reason they have him is to do the work that they are to lazy to do and set themself as a old, pureblood, wealthy wizarding family.

because the malfoy family dont see dobby as a living reature with feelings they see him as scum who is below them and they dont care bout his feelings. house elves are characteristically hard on themselves and beat themselves anyway.
