In their encounter in Minas Tirith, the Witch King of Angmar knocks Gandalf off his horse and snaps his staff - does this make him more powerful, and if so, why is he more powerful?

Very simply, he is more powerful because he wears a Ring of Power, one of the nine crafted for Men. He also channels power from his Master, Sauron. That, plus his invulnerability against any 'man' killing him, makes him indeed, more powerful than Gandalf.

Yes for that time the Witch King was more powerfull because as he said in the movie "this was his hour". It says that he could have killed gandalf that very moment he broke his staff but at that moment he heard the horns of Rohan and had to go! He is the most powerfull of all the Wringwraiths because he is a sorcerer.

He's more powerful because he's using Sauron's power (note that when Sauron dies, so do the wraiths). Also, there are certain things Gandalf won't do (like take the ring) and the witch-king has no such limitations
