Hunger Games isn't deep enough for symbols. Flowers mean what they mean in real life.
I'd give the Hunger Games a one.

-When Rue was killed, Katniss laid them around her body to honor her before the Gamekeepers took her body away. This revealed an emotional/sensitive side of Katniss, and portrayed the final moments of Rue's gentle personality and youth.
-I'm not entirely sure how the flowers relate to her father. I suppose the flowers could be referred back to when Katniss and her father were swimming in the pond outside of District 12 and Katniss found out that she was named after a plant (the Katniss plant). Or possibly the flowers lain around Rue were symbolizing all of the deaths in Katniss' life, including her father's.
-And I also don't see the significance of the flowers with Peeta, at least not in the book of the Hunger Games. In Catching Fire, Peeta's special talent was painting, so in one of his artworks, he painted the scene in his mind of what Rue looked like with the flowers around her body.
-I rate the first book of the Hunger Games series with a perfect 10!!!
Hope this helped!
