Are there any agents/publishers actively seeking exciting new writers? i am a horror/fantasy writer, i have sold stories and been published and am looking to publish a novel.

I find KK's answer to be quite funny because you can't just go to a publisher. Many, at them moment aren't taking on new Authors because of the setup cost of contracts etc. and as the world sits in recession, they've gotta hold onto as much cash as possible.
Besides that, you can't hope to just send your manuscript to a publisher and have it read. The vast majority require agents (as the question asker already seems aware) to mediate between the author and publisher. The agent will act like a manager for you and if they think your book is worth something, they'll have a go at selling it to a publisher for you. So the first thing to do would be to find a reputable Literary Agency and forward your manuscript to them. They'll then inform you whether or not they will help you out.
Another option to get your book out is a subsidiary scheme where you pay a publisher a reduced rate and they will print, bind and market your book for you. A basic subsidiary package will get you 1000 copies and the publisher will take a percentage of the sales to make some money back on their costings. You'll get the rest but it may not be as much as you payed to have it all done.
If your book sells well, it is common for the publisher to offer to print more for you and expand the market where it sells and that's when you start making some cash and will be your next step toward gaining a contract with a publisher.

Trisha, I was not in the mood to give an extended explanation of "go to" the publishers. Find it funny all you want but it's hilarious to me how this new writer expects publishers to come to him. I know damn well a writer should query agents and/or publishers themselves. I also know that many publishers are not taking on new writers right now.
I probably should have given a more detailed explanation but the question made me laugh.

You should get a copy of the book "Writer's Market 2009." It lists many publishers and agents you can contact, and it tells what kinds of books they are looking for.
