bill weasley was the secret keeper. even if ron has been inside the subject of the charm, he shouldn't be able to tell anyone where it is, should he?

Most Wizarding Rules and Charms don't apply to House elves. (i.e.They can Apparate inside Hogwarts while wizards and witches can't). The bidding of his master is the house elf's highest rule and they can perform extraordinary bits of magic if that is what's required of them. Since Dobby considered Harry his master, he can manage to get inside Shell Cottage even if Ron didn't tell him it's location. Plus the Fidelius Charm is most effective on witches/wizards.
