Check with your library for their policy. There are so many variables that there is no one answer.

Usually buying a replacement book is not done, but there are exceptions. You are probably going to have to pay what the library says is the charge.

If you can't pay the full amount, ask what kind of arrangements can be made to pay off your debt.

Sure. In fact getting a replacement will be cheaper than what the library will charge you.

Go to Amazon and look u the book and look up "Hard Copy and/or Library edition.

They are made stronger because of the added wear.

I collect books and always look for library editions.

I suspect not. There are policies about lost books. And although you might be able to buy one, they might not accept that replacement so it's best to find out or you might end up buying the book and also paying for it through them. Books get barcoded, labeled, and sometimes cover protected with clear covers. Our library does not appear to charge restocking fees. Just cost for a new book.

usually you have to pay restocking fees in addition to the replacement price of the book and you buying the book from someplace other then the library is not usually an option

If you did not return it, you have bought it. Expect a bill at some point and a demand for payment or you could just go in and explain and offer to pay for it. Be sure and get a receipt.
